This month, Hassan Mneimneh of The American Enterprise Institute published an excellent study of al Qaeda. It is well worth your time to read “Seven Years Later: The Jihadist International.” He argues strongly that we must think of al Qaeda as a diffuse network of “franchises” bound by ideology. With this conception of al Qaeda, we can understand why the threat is present in Asia, Europe, the Middle East, as well as Canada and the United States.
